BLM: How About Some Concrete Action?

So the Washington Post is running a story about Clinton, Sanders and O'Malley's difficulty in dealing with Black Lives Matter.  As an over educated white Kossak I can't say that I'm completely sure what legislative actions would best meet protesters demands.  That said, it seems like supporting a program of concrete legislative reforms would be a good start.  Here's what comes to mind:

1.  Requiring review of all deaths in police custody, or caused by interaction with police, by federal prosecutors.  (Police custody includes while in prison and police officer includes prison guards). 2.  Making failure to report deaths while in police custody, or caused by interaction with police, to federal prosecutors a federal crime. 3.  Allow federal prosecutors to pursue murder charges against police officers in federal court. 4.  Making police use of force by officers not wearing body cameras a federal misdemeanor (no camera, no force). 5.  Requiring mandatory federal accreditation of all law enforcement organizations where officers may be called on to testify in federal court (i.e. everyone).  Require organizations unable to gain accreditation to shut down.

While certainly not a comprehensive list, I suspect the above proposals represent a good start on cutting down on police randomly killing people of color.

Just to clarify, I think we as progressives should be offering concrete action to BLM (and supporting reform because police randomly shooting people is a problem).  I'm not calling for BLM to adopt this list of proposals, or suggesting that their national organization needs to come forward with one.
